The Economic Opportunity Program, Inc. of Chemung and Schuyler Counties was incorporated in February 1965 under the laws of the state of New York as a non-profit Community Action Agency to administer the Economic Opportunity Act of 1964 which has as its purpose the elimination "... of poverty in the midst of plenty in this Nation by opening to everyone the opportunity for education and training, the opportunity to live in decency and dignity...."
