Nationwide, there is a shortage of primary care physicians amid rising demand for primary care service that has created the very challenging recruitment scenario that continues today, In Chemung County the problem is particularly acute. Those agencies and organizations involved in recruitment efforts have invested major resources with minimal success in solving the problem. Physicians retiring, leaving practice, or leavng the area simply exacerbate the problem.
